Static vs. Video Ads: Which Wins on ROAS, and When
"Video always wins" is one of the more repeated pieces of paid social advice, and it's only true in specific conditions. Plenty of accounts run static-heavy strategies at a lower CPA than their video-first competitors. The honest answer is that format performance depends on funnel stage and category, not a universal rule.
Where video has the real edge
Top-of-funnel, cold audiences respond better to video because motion and sound earn attention in a way a still image can't match in the first half-second of a scroll. Video also does a better job demonstrating anything that needs to be seen in action: texture, mechanism, before-and-after transformation, unboxing. If your product's whole pitch is "watch what this does," video is doing work static physically can't.
Where static quietly wins
Retargeting and warm audiences already know your product, so they don't need to be re-sold on what it does, they need a clear reason to buy now. Static ads load instantly, get the offer or discount across in one glance, and don't ask for eight seconds of attention from someone who's already halfway convinced. Static also tests faster and cheaper, which matters when you're iterating on messaging rather than concept.
The practical split
A healthy account usually runs video for cold prospecting and static for retargeting and bottom-funnel, then lets the data confirm or override that default per campaign. Treating it as an either-or choice for the whole account almost always leaves performance on the table in one direction or the other.

Match the format to the job the ad is doing, not to whichever one is trending in your feed this quarter. Cold traffic and warm traffic are different problems, and they don't need the same tool.
